An operational design domain, or ODD, defines where and under what conditions the machine may work. The final ODD is not yet established.
Field release requires evidence
Before a supervised pilot, Swovee must define terrain, slope, bearing, weather, visibility, communications and traffic limits; protective zones and stopping distances; degraded modes; safe restart; manual recovery; and site commissioning.
People own the stop
A site controller, trained operator, material-process operator, competent person and emergency authority must be named for the job. Pre-start checks, stop-work authority, energy isolation, shift handoff and incident response are operational requirements.

Silica + cement
Dry transfer must be enclosed and controlled. A site-specific exposure plan, competent person, training, SDS access, PPE, washing and eyewash provisions remain required before handling cementitious material.
Wet-path energy
Pumps, hoses, couplings, guards and blockage-recovery methods require ratings, containment and verified zero-energy isolation. A reversible pump is not itself a safety case.
No uncontrolled washout
Prime, purge, washwater, rejected material and hardened waste must enter a sized, inspected custody path. Storm drains, soil and surface water are not disposal routes.
Local rules govern
Noise, dust, runoff, waste, spill, water and environmental-permit requirements are determined for each site and jurisdiction. The concept cannot pre-approve them.

A proposed scout pass is limited to a documented work polygon. LiDAR and cameras cannot establish property rights, soil bearing, utilities, groundwater, contamination or code compliance. Bystander imagery, neighboring land, retention and reuse require separate governance.
